It's been a while since I've seen any, but generally a few paragraphs will do. Start by saying x has told you about the building, and it sounds wonderful. Then say you've known x (and any spouse/partner) for however long, and from where. A comment about their financial probity doesn't hurt. Then say what a good neighbor x would be. If you have any experience on your own building's board or committees, mention that, and say you'd love to have x in your own building. End with your number and an invitation to call with any questions. Nobody will.
Resist the impulse to say x has been a great friend except for inflicting this letter-writing on you.

Address the letter to the Board of Directors. If possible, print the letter or recommendation on your company letterhead. Within the letter address how long you have known the person you are writing about, how they are as individuals. In addition, add that they have proven themselves to be courteous and respectful and are responsible people. Address the beginning of the letter, "It brings me great honor to write a letter of recommendation on behalf of...."etc.
Only positive and nothing negative that might sway a board’s opinion on the person applying to purchase or rent.
This is a tedious process of the application, but I am sure your friends are very thankful. Make the letter shine!!!

Context is good too: "I have known Jane Doe since we were roommates at Swarthmore"-- "I had the pleasure of working with Jane Doe at a small business startup, and I have remained good friends with he and his wife Jane ever since..."
that kind of thing.
