My condo had just installed a new "Ice Air" brand water
cool air conditioner to replace the old one. The unit
goes off after operating for 3-5 minutes.
I had a licensed air condition technician examinated
the unit today. He said that the water supply for
water cool from the building is not adequate. Any inputs?
east_cider: May I ask how big is your apartment? I spoke to the same technician, he said miscalibrated thermostat applies for big commercial units only.

I've had similar issues; typically a miscalibrated thermostat is the issue. Sounds like you might need a new technician.
east_cider: Where is the miscalibrated thermostat? This is a brand new unit! Any new techician recommend?
They don't always come from the factory with a perfectly calibrated thermostat for your specific situation; room size, humidity or whatever.
