Does anyone have any experience with the charges for drilling a hole for curtain rods. Do you pay by the hole drilled or the job done?

Generally its by the length of the rod. Around $10/feet ballpark.

I was charged by the hole drilled. Each bracket had three holes. The rod wasn't installed just the holes drilled. Is this common?
